The Brief:
Northcott Special School needed to expand its capacity and age range to meet rising demand for Special Educational Needs and Disabilities (SEND) provision in Hull. Hull City Council approved £600,000 as part of a wider £1.5 million programme to increase SEND places across four schools, enabling Northcott to extend its age range from 5–16 to 3–19 and grow capacity to 200 pupils.
The Solution:
The approved expansion introduced four new modular classrooms, installed rapidly on-site to minimise disruption, with full installation taking around a month. The project was delivered through the Hull Esteem partnership, with construction carried out by Houlton and funded by Hull City Council. The modular buildings provided additional teaching space, extended post‑16 provision, and enabled seamless education from early years through to age 19. The project also included improvements to external landscaping, footpaths, and ramps.
The Challenges:
The school had experienced limited physical development since the 1960s despite significant growth in pupil numbers and increasingly complex SEND needs. Hull City Council’s wider SEND strategy highlighted capacity pressures across the city, requiring coordinated efforts from the authority and partners to create more specialist places. Additionally, the expansion needed to be delivered without disrupting day‑to‑day school operations, requiring careful scheduling, rapid modular installation, and sensitive handling due to the needs of pupils with autism and communication difficulties.
The Results:
The project successfully delivered four new modular classrooms, officially increasing the school’s SEND capacity and extending provision to pupils aged up to 19. The expansion created more places for pupils with autism and communication needs, allowing those not ready for college or employment at 16 to continue their education. Pupils celebrated the opening by creating and burying a time capsule, marking the milestone in the school’s long history. The development supports Hull City Council’s city wide strategy to improve SEND provision and ensures high quality, inclusive education for more children and young people across Hull.
